How do I install Graphics Plus?

Install RedLoader (RedManager can do it for you), download Graphics Plus 1.0.0 from this page and put it in the _RedLoader/Mods folder inside your game directory. Launch the game and press F1 to confirm it loaded.

What does Graphics Plus need?

In-game open the settings menu for the mod
then adjust the sliders to whatever multiplier you want.

1x = Ultra Default.
4 x= 4x ultra draw distance.

this mod aims to reduce LOD pop-in, on my pc it roughly halves my framerate with all the sliders fully maxed out

This mod only affects objects that are affected by the "LodManager" which means things such as player structures, some certain pieces of the world and enemies will not be affected.
